Maritime Services Training Institute

(a) To perform teaching duties in the subject area of maritime studies, including supervision of students’ projects and fieldwork placement;
(b) To carry out duties in relation to student and academic administration;
(c) To develop programme curriculum and teaching, learning and assessment materials;
(d) To assist in validation and accreditation of programmes; and
(e) To participate in networking with industry / industrial attachments, Institute projects and functions, including but not limited to consultancy services, research studies, seminars and exhibitions.
Requirements:
(a) A recognised degree in marine-related field or professional qualification, preferably with a post-graduate qualification;
(b) At least 3 years’ relevant industry experience (including experience on board ships) or teaching experience in recognised maritime training institutions;
(c) Certificate of Competency (Class 1) for Ocean-going Deck Officer;
(d) Good presentation, teaching and facilitation skills in both English and Chinese, preferably including Putonghua; and
(e) Preferably with good records of linkage with industry / professional bodies.
Notes:
(1) Candidates without the required academic qualification stated in the Requirement (a) above but possessing Professional Maritime Qualification at Qualifications Framework (QF) Level 5 may also apply.
(2) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.

Major Duties:
(a) To assist the Director in overseeing the daily operations of the Institute regarding programme and academic management, and resources management;
(b) To act as Programme Leader of higher diploma and in-service programmes and serve in Programme Boards, Boards of Examiners and other academic / management committees and work groups as required;
(c) To perform pedagogical / curriculum review and to steer / lead programme development and enhancements according to the latest requirements set by authorities or legislation and amendments to the International Convention on Standards on Training, Certification and Watchkeeping for Seafarers (STCW);
(d) To oversee student administration, support and services;
(e)To prepare financial estimates and staff development plan of teaching and instructing staff;
(f) To develop quality assurance policies and review procedures of the Institute’s Safety Management System and Quality Management System as required by the rules of Det Norske Veritas (DNV) set for maritime training centres;
(g) To assist in formulating strategic directions and implementing related work on networking, vocational assessment, industrial attachments / placements and promotion / publicity programmes; and
(h) To perform teaching duties, update teaching and assessment materials where necessary.
Requirements:
(a) A recognised degree in a relevant discipline or equivalent;
(b) At least 5 years’ relevant industry experience (including experience on board ships) or teaching experience in recognised maritime training institutions;
(c) Certificate of Competency (Class 1) for Ocean-going Deck Officer or Engineer;
(d) Solid experience in programme design and development, implementation of quality assurance policy; assessment and reporting, and/or student admission and related work;
(e) Experience in leading industry networking activities including workplace attachment, and industrial mentorship schemes, and good records of professional development;
(f) Strong supervisory and administrative skills with proven leadership ability;
(g) Good interpersonal, communication, presentation and team building skills;
(h) A high level of proficiency in both written and spoken English and Chinese, preferably including Putonghua; and
(i) The ability to pass a trade test.

- Candidates without the required academic qualification stated in the Requirement (a) above but possessing (i) Professional Maritime Qualification at Qualifications Framework (QF) Level 5; OR (ii) relevant qualification at Qualifications Framework (QF) Level 4 plus 18 years’ maritime work experience (including on-board experience in Ocean-going) or teaching experience in recognised maritime training institutions may also apply.
- The appointee(s) will be required to wear working gear provided by the Institute.

Major Duties:
(a) To conduct programmes and practical training on port services and seamen’s training / marine engineering and marine-related programmes,
and supervise instructors in programme delivery;
(b) To perform teaching duties in the subject area of maritime studies, including student assessments;
(c) To maintain and strengthen networks with industries, professional bodies and government departments; and
(d) To assist in:
(i) planning and developing programme / training modules;
(ii) formulating manpower plan, and preparing financial estimates, purchase and requisition, training and resources deployment plans;
(iii) developing the Aviation and Maritime Education Centre (AMEC);
(iv) planning and monitoring the repairs and maintenance, installation, commissioning and application of training equipment and related facilities; and
(v) implementing the quality management system and safety management system.
Requirements:
(a) A recognised relevant higher diploma or equivalent;
(b) At least 6 years’ relevant industry experience (including experience on board ships) or teaching experience in recognised maritime training institutions;
(c) Certificate of Competency (Marine Engineer Officer) Ocean-going (Class 2) or above;
(d) Preferably Certificates of Standards on Training, Certification and Watchkeeping for Seafarers (STCW) 95/STCW 2010 training in first aid, fire-fighting, survival crafts and personal survival techniques;
(e) Good language proficiency in written and spoken English and Chinese, preferably including Putonghua;
(f) Proficiency in computer software applications; and
(g) The ability to pass a trade test.

- Candidates without the required academic qualification stated in the Requirement (a) but possessing (i) Professional Maritime Qualification at Qualifications Framework (QF) Level 4 or above; OR (ii) relevant qualification at Qualifications Framework (QF) Level 3 plus 12 years’ maritime work experience (including on-board experience in Ocean-going or River Trade) or teaching experience in recognised maritime training institutions may also apply.
- The appointee(s) will be required to wear working gear provided by the Institute.
- The appointee(s) may be required to perform duties outside normal working hours and in designated places as assigned.
